From Paul Mayo: The "Dureel" aluminium chainwheel Type B109 is illustrated in a 1937 Williams catalogue and again as B1109 in a leaflet probably from the late 1950s or early 1960s.. The B109 group was of the same design in chromed steel from the 1930s and possibly earlier.

 Williams produced cranksets from the 1920's through the early 1980's or later.  Most noted, perhaps unfairly, by their lower end cranksets which changed little from the 1920's into the early 60's.  ClassicLightweights has more information on this brand.
