General Information
These were on a 1954 Hetchins I bought. There seems to be nothing at all about Powell on the internet. The only reference I can find is in the Brown Brothers catalogue of 1952, where they are listed as being the 2nd most expensive British-made hubs available, after Chater Lee. 

The hubs look very like a pair of BH Airlite hubs I have, so much so that they look as if they might have come out of the same factory. The Powell flanges are slightly bigger than the Airlite - 3 1/2" against 3 1/8" .

As per their description in the Brown Brothers catalogue, these hubs have the original "hollowed spindles with Tecalemit oilers". There's a tiny hole in the spindle, just inboard of the RH cone, for the grease to come out and presumably fill the space between cones.

Unfortunately, the chrome on the rear hub has completely gone and on the front is bubbling. Judging from the colour of the rear hub barrel the chrome seems to have been applied to brass plated steel.
