In the the case of  headsets Campagnolo chose not to make an alloy like the Super Record, so the Victory was made to resembled a Nuovo Record instead. To differentiate the Triomphe headset it was made without the banded engraving similar to a Nuovo Gran Sport; the Triomphe headset used the same locknut and upper cone, all other parts differed in model number. The Victory is such a close copy of the Nuovo Record that the only obvious way to tell them apart is the tool flats on the threaded top cap; Nuovo Record has 8 flats, Victory and Triomphe has 2 flats.

Summary "How to identify" - the Campa 80's headsets in comparison:
- alu vs. steel: Super Record
was made of aluminum alloy (except crown race & upper head tube race); all others (Nuovo Record, Gran Sport, Victory & Triomphe) were made of steel (all parts)
- number of flats on the upper cup: Super Record & Nuovo Record have 8 flats on the threaded/adjustable race (upper cup), Gran Sport, Victory & Triomphe have only 2
- engraving or not on the lower cup: Super Record, Nuovo Record & Victory have a banded engraving, Gran Sport & Triomphe have no banded engraving.

Details:  The Victory group was introduced in 1985, the Triomphe group first appeared in Campagnolo catalogs in 1986.
Both groups were discontinued in the late 1980's and replaced with Athena and the new wave of Campagnolo mid-range groupsets.
Triomphe and Victory were designed not only as a mid-level component but also as a legacy design to those that preferred the old Gran Sport / Nuovo Record (=> Triomphe) and Nuovo Record / Super Record (=> Victory) designs over the new C-Record.
