Ross Bicycles hired Tom Kellog in 1980 to develop their high-end "Signature" line of hand-built frames. I believe Jim Redcay took over in -82, and many fine framebuilders contributed to the production until Ross' demise in 1989. This one appears to be from 1984, if I have decipherd the serial number correctly.

Ross was a bicycle brand that manufactured over 15 million bicycles in the United States between 1946 and 1988.
The company, which competed with domestic bicycle manufacturers as Schwinn and Huffy, was widely noted for its pioneering marketing of mountain bikes.
