Cast iron, and about 100 years old. It's wide enough to be used with motorcycle wheels and even some spoked car wheels.
The cams to set the side bolts (close up picture) are weighted so that instead of spinning with the bolt they sit helpfully in place.
The threads into which the side bolts go have a lead insert (close up picture), so effectively they make a new thread each time you set them.
One of these can be seen in use by Monty Young, of Condor Cycles in London, on page 49 of 'The Custom Bicycle' by Kolin and de la Rosa (1969)
